Israfil Ashurly was born on January 16, 1969 in Baku. Israfil have got his secondary education at school No. 6 located in Baku. After graduating from secondary school, he was admitted Faculty of Energy of Azerbaijan State Oil Academy.
He is General Secretary of Azerbaijan Mountaineering Federation. The first Azerbaijani is a conqueror of the Everest which is considered the highest peak in the world and the North Pole.
He is the first Azerbaijani to climb Everest (8848 m) in 2007, Victory (Pobeda 7439 m) in 2009, Kangchenjunga (8586 m) in 2011, Lhotze (8516 m), Manaslu (8163 m), 2022 in 2019 Broud Peak (8051 m) and Makalu (8485 m) in 2023.
On March 4, 2009, by Decree of the President of the Republic of Azerbaijan, Israfil Ashurly was awarded the Taraggi (Progress) medal.
